What is the EB-5 Program?
The EB-5 Immigrant Investor Program was created by Congress in 1990 to stimulate the U.S. economy through job creation and capital investment by foreign nationals. Administered by U.S. Citizenship and Immigration Services (USCIS), the program offers one of the most direct routes to obtaining a U.S. Green Card.
Unlike employment-based visas that require employer sponsorship, the EB-5 program puts you in control of your immigration journey. By making a qualifying investment in a U.S. commercial enterprise that creates at least 10 full-time jobs for American workers, you and your immediate family can obtain lawful permanent residence.
Investment Requirements
Minimum Investment Amount
$800,000 - For projects in Targeted Employment Areas (TEAs), which include rural areas or areas with high unemployment.
$1,050,000 - For standard investments outside of TEAs.
Most ARM Investments projects qualify for the reduced $800,000 investment threshold.
Job Creation Requirement
Your investment must create at least 10 full-time jobs for qualifying U.S. workers within 2 years of your admission to the United States as a conditional permanent resident.
Full-time employment means at least 35 hours per week. Jobs can be direct (W-2 employees) or indirect (created through a regional center).
Source of Funds
You must demonstrate that your investment capital was obtained through lawful means. Acceptable sources include:
- Personal IRA Account
- Business earnings and profits
- Real estate sales
- Inheritance or gifts
- Investment returns
- Loans secured by personal assets
Application Steps

Hire Immigration Attorney
Hire immigration attorney. Start organizing the source of funds and package to present to USCIS. Make an investment in a selected project.
Submit Form I-526E
Submit Form I-526E for Green Card approval. Optional: File Form I-485 to obtain work/travel authorization while waiting.
Receive Conditional Residency
Once your I-526E is approved, you receive a conditional Green Card valid for 2 years.
Remove Conditions
File Form I-829 to prove jobs were created and remove conditions for permanent Green Card.
Apply for Naturalization
After 5 years as permanent resident, apply for U.S. citizenship through naturalization.
Regional Center Investment
